The cost and nation rule making should be enough to overturn the rule. However think pf the implications here buy forcing this rule California actually increased the sale diesel trucks in the state. Wall Street journal report are logistics companies increasing their diesel fleet now to hedge higher cost, & availability of new tech for electric rigs. With the average infrastructure for ICE & the current average life, you can expect diesel rigs to be around the state for a long time. Historically when rules like this get adopted a grandfather rule applies to current inventory & investment increasing short term demand. Plus the loophole in the rule is only for California SALES. Nevada, Arizona, & Mexico are right next door & not subjected to the rule which will acts as nothing more than a account entry for the suppose pollution & emissions reduction.
