Complete nonsense. I am deeply opposed to a huge variety of regulation. Let’s start with corporation laws. Get rid of of limited liability which is a form of state interference. The field would then be left open to use tort to rip the out the throats of the polluters and their investors. Put your money where your mouth is.

I would take it another step, while not in any manner invalidating or even diminishing the prior points made. It is the chosen invisible bogey man -- along with the threat of wars of annhilation, worldwide pandemics, the feigned absence of sufficient resources and the implied inequities and political rhetoric that accompanies all of that, the exacerbated fears over religious differences, racial differences, and certainly political differences -- Cloward-Piven on steroids -- the influx of illegal immigrants, the perception that only the imposition of "democracy" (I believe we are or at least once were a Constitutional Republic - "if you can keep it") to both justify and enable centralized tyrannical governance over everything - most importantly, those pesky people, natural and produced resources, and the providence of an almighty God made small by inference. That the same people are part of a larger contingent who support and promote and participate directly or indirectly in the activities related to geoengineering (to "dim" the venerable sun and to fill our air, water, plants & animal life and our bodies with toxic metals and plastics), who plan and coordinate and rally around wars, the redistribution of wealth, the unlimited spending of funds for "just causes" even when it bankrupts the monetary system (a Ponzi scheme intended to eventually to fail), and the substitution of "causes" for actual moral, ethical, intelligent and compassionate conduct and activity. As long as some threat of annhilation (more the merrier) is present and hyped to always being imminent and globally menacing, and fear is used to drive the herd mentality towards government (especially centralized) "solutions" (Malthusian-based problem/solution manipulation accompanied by industrial strength propaganda), the sky is no longer the limit -- in fact, "the world is not enough" - they aspire to wrest control of all things (since we humans have messed it up and now must sacrifice everything to save it) to perpetuate themselves in some form, forever, while eliminating the surplus now deemed useless from among us (hint: all are deemed useless). The facts about climate are not permitted to interfere with the dogma and the feigned "consensus" of the privileged few who not only feed at the trough, but who wield the sword of fear without remorse or thought for the consequences.
