Well-written and thoughtful, Pablo. The X factor is the newness of the CCS transportation technology. A cost benefit analysis and ability to scale means it needs good economics, not political experimentation.
The majority of time that eminent domain comes up to The Supreme Court the outcome general is in favor of the projects because of the public benefit doc. Eminent Domain was added to the Constitution to prevent landowners from stopping project that could benefit that nation. And given that private property is the bedrock of America-let alone capitalism-this issue has been a balancing act that overall-read that again "overall"-the country has done well. The highway, transmission, sewer, and yes oil, product, & natural gas pipelines. The interesting thing is the farmers are acting against there self interest. They are losing out of thousand of dollars in royalties that would serve as a hedge against crop volatility from a pipeline that is not harmful at all to the farms or local environment. CO2 is plant food and one could argue a benefit to the land owners as more CO2 would increase crop yields if there every where a leak helping to cost down of fertilizer cost. In America we have over 45 years of data with the SCOR field of CO2 gathering and pipeline transportation and have had no issues. I hate that eminent domain is an option to remedy the issue. If people would act based on logic and reason, the force the state would be a non factor.
