I'm thinking it's the ALL of those "Dependants" with the addition of the Green Energy "Dependents", the Spy Ware and the Tech Industry "Dependents". There is never any strings attached to the money Congress gives to their benefactors/vendors, because Congress is also a big "Dependent" that nurses on the nation's paychecks.
All of the "Dependents" you mentioned and a lot you didn't are encouraged to not exactly fail, but to not achieve the desired goal. Achieving their goal would turn off the spigot.
Look at the Largest "Dependent" draining and bankrupting this country, the Pentagon isn't even expected to pass an audit and it took massive amounts of advocating to get them to do an audit that used to be required. They cannot or will not say where all the trillions of dollars are in a given year. They are expected to keep track our trillions of dollars that they hand out to the myriad industries that are the hundreds (or thousands) of vendors employed in building, maintaining, training and just about every aspect of what the Industries have "lobbied" Congress to give them gobs of grants to, with NO requirements for results.
I'm sorry, I think you're correct about the Green Energy sector, but your take seems limiting. I believe all vendors to this Congress/Government Agencies and the like are parasites of you don't put conditions on the money they get.
Congress built a system that rewards failure, waste and inefficiency. That's the problem. It's a big grift that is bankrupting and destroying this country. Where's the infrastructure money going? Just in my state alone the State pays to build, pay the wages and wave the taxes for startups that leave as soon as the tax gift of ten years stops. They go to another State that will do the same. They are a bunch of parasites that all 50 states have to stop competing for, but they won't. After all they get creds for paying the salaries for the temporary jobs in the state.
So don't be partisan and look at the whole picture. I know that doesn't give you ammunition against this party or that, but that's the truth of it.
