Bearing in mind that only the Congress can make new laws; the EPA has the authority to enact regulations for the implementation of environmental laws. In practice the regulations are de facto laws, with failure to comply being punishable by fines or other penalties. The same can be said of Presidential Decrees. Since the president appoints the administrator of the EPA the regulations are dictated, or flavored, by the sitting president. Like presidential decrees, EPA regulations stay in force until cancelled or changed by a sitting president, by congress, or by the federal court. The important thing to note is that decrees and regulations are not laws and it's unfortunate that they don't need the approval of the actual lawmakers. After all when congress passes a law it requires presidential approval to be enacted.
